Unemployment Insurance Fraud: $60B+ Lost During COVID
The DOL Office of Inspector General estimated at least $60 billion in improper unemployment insurance payments during 2020-2021. The Pandemic Unemployment Assistance program had the highest fraud rate due to self-certification requirements with no employer verification.
Identity fraud accounted for 45% of fraudulent claims, with organized criminal rings filing thousands of claims per state. Only 12.3% of identified overpayments have been recovered. The improper payment rate remains above 21% even after pandemic programs ended.
